On 28 July 2026, the Monetary Authority of Singapore (MAS) and the Association of Banks in Singapore (ABS) established the AI Driven Cyber and Technology Risk Taskforce (ACT). The industry wide initiative will strengthen cyber and technology resilience against risks posed by frontier artificial intelligence (AI) models. ACT brings together Singapore's financial regulator, banks and financial infrastructure providers to address emerging AI enabled cyber threats. The Taskforce will facilitate industry sharing of AI cybersecurity use cases and conduct proof of concept trials of advanced AI enabled tools. It will also develop guidance on measures, controls and solutions for financial institutions. Members include MAS, ABS, DBS, OCBC, UOB, Singapore Exchange (SGX), Network for Electronic Transfers (NETS) and Banking Computer Services (BCS).1
Frontier AI Raises New Cybersecurity Risks for Singapore's Financial Sector
MAS and ABS established ACT in response to the changing cyber threat landscape associated with frontier AI models. Members of the Taskforce have been brought together since May 2026.1 The announcement identifies the ability of frontier AI to rapidly identify and exploit vulnerabilities as a concern for the financial sector. It also identifies the potential for AI to automate cyber attacks at scale. MAS and ABS stated:
"Frontier AI technology is reshaping the cyber threat landscape."
The authorities consider coordinated action across the financial sector necessary to strengthen resilience against these emerging threats.1 ACT is therefore structured as an industry wide initiative rather than an institution specific cybersecurity programme.
MAS, Banks and Financial Infrastructure Providers Join ACT
The Taskforce adopts a multidisciplinary approach by bringing together expertise in cybersecurity, technology resilience and artificial intelligence. ACT includes representatives from MAS and ABS alongside DBS, OCBC and UOB. Singapore's financial market and payment infrastructure is represented by SGX, NETS and BCS.2 The participating institutions will address emerging AI driven threats through collaboration and shared expertise. The breadth of participation allows cybersecurity risks associated with frontier AI to be considered across different parts of Singapore's financial ecosystem.
Industry Collaboration on AI Cybersecurity
The Taskforce will facilitate sharing among financial services participants concerning AI cybersecurity use cases and practical experience. It will also support engagement with cybersecurity and AI experts.3 This workstream establishes a mechanism through which participating institutions can exchange experience concerning both AI enabled threats and the application of AI within cybersecurity.
Proof of Concept Trials for AI Enabled Cyber Defence
ACT will also focus on strengthening cyber defence capabilities across the financial services industry. MAS and ABS state that the Taskforce will:
"Uplift financial services industry cyber defence knowledge and conduct proof-of-concept trials to explore and validate advanced AI-enabled tools against the evolving threat landscape."
The planned trials therefore move the initiative beyond information sharing. ACT will explore and validate advanced AI enabled tools against emerging cyber threats.3 The announcement does not identify particular tools or technologies that will be tested. It also does not prescribe particular AI enabled cybersecurity solutions for financial institutions.
ACT to Develop Cybersecurity Guidance for Financial Institutions
ACT will develop guidance on new measures, controls and solutions intended to strengthen the cybersecurity posture of financial institutions.3 The objective is to improve their ability to detect, prevent and respond to sophisticated AI enabled threats. The announcement does not itself establish new mandatory cybersecurity requirements. Rather, it identifies the development of guidance as a future workstream of the Taskforce. For financial institutions operating in Singapore, this will be an important area to monitor as ACT's work develops.
MAS Calls for Collective Defence Against AI Enabled Threats
Vincent Loy, Assistant Managing Director (Technology) and Chief Technology Officer at MAS, said:
"Frontier AI is increasing the severity, scale and sophistication of cyber threats. The financial sector must respond with urgency and through strong collaboration. Through this Taskforce, MAS will work closely with industry partners to strengthen our collective defences and ensure Singapore's financial sector remains resilient against AI-enabled risks."
The statement places collaboration between the regulator and industry participants at the centre of Singapore's response to emerging AI enabled cybersecurity risks.4
ABS Emphasises Governance and Industry Coordination
Ong Ang Ai Boon, Director of ABS, similarly emphasised coordinated action as AI changes the cyber threat environment. She stated:
"AI is reshaping the cyber threat landscape, and the financial sector must continue to move together to stay resilient.Through close coordination, strong governance and ongoing partnership with regulators and industry stakeholders, Singapore's financial sector remains vigilant, agile and committed to strengthening cyber and technology resilience in the face of evolving AI-related risks and emerging technologies."
The ABS statement identifies governance and continuing regulator industry coordination as part of the financial sector's response to AI related cyber risks.5
